Change Wordpress max upload

How can I increase the maximum size of any file I'd upload to the media library of a Wordpress install ? It seems the default is set to 64 MB but I'd like to increase it to 256 MB. I tried using a plugin to change it but it only changes a max upload size as defined in Wordpress but separately still shows another max upload file size as set by the hosting provider that stays at 64 MB.

Axel You can configure PHP settings by putting them in a file named .user.ini in your Wordpress application directory, eg /home/user/apps/appname/.user.ini.

sean Turns out I had to make the video smaller (such that ended up smaller than 64 MB) in order for it to play without interruption so the max upload size issue is perhaps moot. Not sure if this video play issue is server (Opalstack) related.
