PHP max_execution_time issue

Hi there, I'm trying to install a demo theme into WP, but when deploying it I'm receiving the error following:

Maximum execution time of 29 seconds exceeded in ~/wp-includes/class-wp-image-editor-imagick.php on line 363

This is happening even though I modified the max_execution_time into my .user.ini to 300 and even to 600 in order to test:
Directive | Local Value | Master Value
max_execution_time | 600 | 60

Can you please let me know how to fix this issue?
